Information from the National Crime Records Bureau (NCRB)

• The National Crime Records Bureau, a subsidiary of the Ministry of Home Affairs, Government of India, was established in 1986.
• It offers information technology solutions and criminal intelligence to the Indian Police so that they may successfully enforce the law.
• In 1971, the computerization of police organizations in India started. NCRB first introduced CCIS in 1995, then CIPA in 2004, and CCTNS in 2009. The CCTNS is nationwide and connected to over 6000 higher offices and 15373 police stations.
• The NCRB creates and distributes national crime statistics, including those pertaining to crime in India, accidental fatalities, and incarceration rates.
• These books serve as the main references for policymakers, the police, criminologists, researchers, and the media in India and worldwide.
• When CCTNS is fully functional, it will also provide the general public with a number of services via the Citizen Portal, including the capability to look up a criminal or suspect in a national database.
• To enable data sharing across the system’s several pillars, plans call for linking the police, courts, prosecution, prisons, and forensic labs into an interoperable criminal justice system (ICJS).
• Several IT-based government services, such as Vahan Samanvyay (online Motor Vehicle Matching) and Talash, have been introduced by NCRB (matching of missing persons and dead bodies). Other Information

• The Ministry of Electronics and Information Technology, Government of India, has presented NCRB with the “Digital India Award 2016-Silver Open Data Championship” for releasing Crime Statistics from 1965 on their website.
• Additionally, NCRB helps many States build their capability in the fields of digital forensics, network security, and CCTNS through its training centres in Delhi and Kolkata. A total of 16172 officers, including law enforcement officials from other countries, have received training from NCRB in more than 877 training programmes.
• The Central Fingerprint Bureau, which is a division of the NCRB and serves as a national repository for all fingerprints in the country, was established in 1955. It provides a search option on FACTS and has a database of more than one million ten-digit fingerprints of criminals (both those who have been arrested and those who have been convicted) (Fingerprint Analysis and Criminal Tracking System). It is planned to upgrade to NAFIS soon so that police stations can electronically request fingerprint and fire records from NCRB.

Project CCTNS: Crime and Criminal Tracking Network and Systems

The Ministry of Home Affairs developed the Crime and Criminal Tracking Network and Systems (CCTNS) Project in 2009 to link all police stations under a single application software for investigation, data analytics, and providing citizen services. The Common Integrated Police Application (CIPA) project has been overseen by the Ministry of Home Affairs since 2004 as a part of the “Modernisation of State Police Forces (MPF)” effort. This programme intends to independently computerise police departments’ criminal records.

The need for a nationwide database of criminal records to support research and policy development led to the founding of CCTNS. Total funding for the project is $2 billion. In support of this programme, the Central Government provides funding to States and UTs for hardware, CCTNS software, connectivity, system integration, data digitization, project management, and workforce training. A nationwide platform named the “Digital Police Portal” is being introduced for States, Central investigating agencies, and Citizens as part of the effort. They will have access to Searches and Reports on National Crime Records based on their authorisation.

How to File a Crime Report at the Digital Police Portal

Budget
