On 28 September 2020, the chief minister of Andhra Pradesh Mr. Jagan Mohan Reddy launched the AP YSR Jala Kala scheme. Through this scheme, the Government of Andhra Pradesh is going to construct free-of-cost borewells for farmers. This is also one of the election promises made by Mr. Jagan Mohan Reddy. This scheme is going to bring 5 lakh acres of land under cultivation through groundwater irrigation.

New Guidelines Of YSR Jala kala Scheme
To provide water sources for irrigation to the farmers of the state, the Andhra Pradesh government has started AP YSR Jala kala Scheme. Under this scheme free of cost borewells are provided to the farmers for better irrigation. And to make this scheme more beneficial Andhra Pradesh government has decided to extend the scheme to provide the benefit of Jala kala Scheme in the dry areas also. Such guidelines are as follows
- After analyzing the success of groundwater department statistics the government has decided to extend this scheme and make it more beneficial.
- According to WALTA Act, The distance of one bore from the other one should be at least 200 meters and there is no permission to dig a bore within this limit
- No boreholes should be digging beyond 120 meters in Rocky areas while there is no limit for sandy areas
- These were the issues that were taken into consideration and to amend the scheme the state government has set up a high-level committee for appropriate recommendations.
- This committee comprised senior officials from the central government Board, rural water supply, and an official from the state groundwater department who act as a conveyor for the committee
Revised Guidelines Under AP Jala kala Scheme
- Government and retired employees are not eligible under this scheme.
- For drilling another bore, the hydrogeological survey is a must.
- The farmers who are applying for free bore well under this scheme must have at least two or half acres of land
- The second bore well will be drilled under the supervision of MPDO, DWAMA APD
- The quality control department must inspect at least 10% of the free bore well

Budget For YSR Jala Kala scheme
The government has sanctioned a budget of Rs 2340 crore for 4 years for the successful implementation of this scheme. All the small and medium farmers who have no irrigation facility can take benefit from this scheme. Under this scheme, 2 lakh borewells will be constructed. Interested farmers can apply online or through the village secretariat. It is to be noted that all the farmers who have 2.5 acres of land to 5 acres of land can apply for this scheme.
