The Government of Haryana has launched the HOBPAS Haryana Portal. Through this portal citizens of the state can seek approval for the construction/reconstruction of building plans. Through this portal, citizens can apply for a construction certificate, reconstruction certificate, DPC certificate, occupancy certificate, etc online. Now citizens are not required to visit any government offices to approve their building plan. As this can be done online from the comfort of their home with the help of an official website. This portal will save a lot of time and money and will also bring transparency to the system. The approval through this portal will be provided within 24 hours of applying. Other than that the government is also going to form a committee that will review the building approval plan before finally submitting it to avoid rejections.

Procedure To Register On HOBPAS Website Online
Step 1: To apply for a building approval plan all the beneficiaries must apply online. If you are applying on the portal for the first time then you have to begin with the registration. To register you have to go to the official portal.
Step 2: The login page will appear on your screen. On the space, you have to click on the register option. After that, a new page will appear on your screen
Step 3: you will be asked to identify yourself. For this purpose, you have to provide your name, date of birth, contact details etc. After that, you have to click on the save option to proceed
Step 4: on successful completion of the registration form a pop-up will appear which will indicate that the account has been created. To activate the account beneficiaries will have to go to the registered email address and click on the system-generated activation link.
Step 5: Now you have to log in on the portal through the official account

Step 7: technical person registration is also important. This technical person can be an architect a structural engineer an electrical engineer or a pH engineer. There will be two types of registrations which are new registration and already registered. If you are not registered then you will be directed to a certain page. Types of the application Under HOBPAS
- Normal application- normal application is generally submitted for low-risk categories. For normal application plotted residential and commercial sites having a maximum permissible height of up to 15 m and an area of up to 1000 square metres will be considered
- Fastrack application- Fastrack applications will be considered for industrial buildings. Fastrack applications are approved automatically without document verification, NOC submission and site inspection
Procedure To Do Building Plan Application for TCPO
- You have to click on the connect option to proceed with TCPO
- To add the property details beneficiaries are required to click on add a new property
- Now you have to select your district and office and after that, you have to click on the next
- Few instructions will appear on your screen. You have to read these instructions very carefully and click on the next
- A new page will appear on your screen where you can choose the type of land that is weather-licensed or CLU
- After that, you have to proceed to go and find the details populated in the fields.
- Now you have to select your licence number and click on add
- After that, you have to accept the declaration and enter the password
- Now you have to click on proceed
- After that, a new page will appear on your screen
- On this page, you have to click on the view button to assign a building permit consultant
- After that, you have to assign the building permit consultant and submit the building permit application
- After assigning the architect a new page will appear on your screen
- You have to enter the name of the architect form or the consultant and take the architectural service including the PMO option
- Now a declaration will appear on your screen
- You have to accept this declaration and enter your password
- Architects are required to accept this application by login into the website and using credentials

- If beneficiaries want to preview then they have to click on the Proceed option
- To pay the fees beneficiaries are required to select the required payment option whether online or by uploading challan
- After making payment a green take will appear
- You can click on this stick and view the application
- The application should be signed by the architect

- First of all, you have to go to the official website of ULB Haryana
- After that, you have to click on Add a new property to the project details
- After that, you have to input the district and office concerned
